Тишепен-Кара is the dragonkin vault found near the Гильдия рунотворчества in Долина Брэмблмид. It is involved in the Высветить проблему quest, where a password can be found in the vault by interacting with a dragonkin effigy.

Note that the vault entrance is accessible in two ways. Enter through the path to the south-west side (where the two goblins and giant rat appear), cast Шаг ветра and jump through there. Or drop down from above using rock platforms coming from the north east side.
